Before 2009, the railroads, who own the tracks, did not schedule AMTRAK trains, so, when one appeared on a line, it would sit there on a siding until ALL the freight traffic cleared, thus creating huge delays, like 24 hours for the Coast Starlight. The law requireing the railroads to put AMTRAK trains into their schedules had to wait for a Democratic Congress. The law was one of the first ones passed in January, 2009. Now, the train is a great way to travel, if you have the time, expecially out here in the west.
